Административное ведомство, имеющее право устанавливать обязательные правила, принимать подзаконные акты и контролировать их соблюдение. К ним относятся все независимые регулятивные комиссии [independent regulatory commission], а также ряд министерств (например, Министерство сельского хозяйства [Department of Agriculture, U.S.], которое устанавливает квоты сбора урожая и другие правила ведения сельского хозяйства). Находятся под контролем Конгресса США и судебных органов. Закон об административной процедуре 1946 [Administrative Procedure Act of 1946] требует, в частности, от таких органов своевременного проведения публичных слушаний [public hearing (hearing)] при подготовке новых правил, уведомления об их введении, а также соответствующей публикации в бюллетене "Федерал реджистер" [Federal Register]
